The Challenges and Prospects from an Industrial and Innovation Powerhouse report was published by the European Commission’s Joint Research Center.
The report analyzes China’s approach to achieving a dominant position on international markets through a combination of industrial policies, R&I, trade and foreign direct investment. It also offers an assessment of China’s current position with respect to EU and US innovation systems.
Through the “Made in China 2025” policy, China aims to become a world leader in key industries, strengthening its capacity for national innovation, in order to reduce dependence on foreign technologies.
The study concludes that China has become one of the major competitors in some rapidly expanding high-tech sectors. In response, the EU needs to promote its performance in the field of innovation, research and industry, and in the meantime develop a trade policy that ensures a level playing field for European companies in China.
Furthermore, the report states that in the research sector there is more collaboration between China and the United States than in China-Europe. China-US co-publications exceed those in China-Europe, in a ratio of about 3: 1, in many sectors, such as engineering, medicine, computer science, mathematics and energy. Furthermore, the number of Chinese authors in the United States (and of American authors in China) is about twice as many as in Europe.
