Political agreement reached on Horizon Europe

Political agreement reached between the European Parliament and the Council on Horizon Europe, the largest transnational program that has ever supported research and innovation.

The new EU research and innovation program will have a budget of approximately € 95.5 billion for the period 2021-2027 (current prices), which includes € 5.4 billion (current prices) from NextGenerationEU to stimulate our recovery and make the EU more resilient for the future, as well as a further strengthening of € 4.5 billion (current prices). This is a 30% increase over the current research and innovation program, Horizon 2020 (comparing Horizon Europe with Horizon 2020 for the EU-27, at constant prices), which makes it the most research and innovation program ambitious world.

The agreement implies the launch of Horizon Europe on January 1, 2021, according to the European Parliament’s rapporteur for the program, Christian Ehler.

The final agreement has not yet been made public and it is not clear how the policy makers decided to distribute the € 4 billion added to the program in November. However, an additional € 1 billion appears to have been earmarked for the European Research Council (ERC).

The agreement will now have to be approved by the Parliament and the Council after the formal adoption of the overall EU budget for the next seven years.
